The Telegraph disclosed in September that Ms Rayner avoided paying £40,000 in stamp duty on the purchase of her second home in Hove, East Sussex.
Following receipt of a report by Sir Keir Starmer's ethics adviser, Ms Rayner resigned from all her positions, including Housing Secretary and deputy Labour leader.
On her return to the Cabinet at the start of the week, the Tories led calls for Ms Rayner to hand back her exit payment now she had been reappointed.
Ms Rayner also failed to say when Mr Burnham would end rough sleeping, the first commitment that he made on entering No 10 on Monday.
Ms Rayner admitted that she "might not be able to quite get to" the same amount.
