This report summarizes the findings of an independent evaluation of FinDev Gateway, conducted by Blaine Stephens between January and March 2026. Commissioned by CGAP, the evaluation drew on 48 interviews, 408 survey responses across FinDev’s English, Spanish, French, and Arabic communities, and an analysis of engagement data. The evaluation assessed FinDev Gateway’s relevance, value, effectiveness, and contribution to learning across its four language platforms. The findings confirm that FinDev remains a trusted and highly relevant resource for the financial inclusion community. The CGAP Management Response to the Evaluation Report outlines the actions CGAP plans to take to protect FinDev’s core strengths, focus resources on the content and formats users value most, strengthen contributor relationships, and improve how people discover and access its knowledge.
