OCHA tells Security Council Syria needs a "bridge between relief and recovery"

For families across the country, recovery depends on access to basic services, livelihoods and the chance to rebuild their lives. Humanitarian needs are vast. Any escalation in the wider region could quickly trigger new humanitarian needs including displacement, economic disruption, supply-chain shocks and additional constraints on humanitarian operations. Syria needs a bridge between relief and recovery. And third, prevent further instability, ensure stability, protect civilians and preserve humanitarian access.
