Authorities said Arrabaca poured gasoline near an employee entrance, ignited it with a lighter and a large firework, and fired five to seven pellets at the building.
Two Federal Protective Service officers and a private security contractor detained Arrabaca.
The building houses ICE, the FBI and other federal agencies and has become a frequent site of protests against President Donald Trump’s immigration crackdown.
The FBI’s Joint Terrorism Task Force is investigating, though authorities had not classified the attack as terrorism or announced charges as of Monday evening.
