Start with the number most people get wrong: New Jersey's total population is not shrinking. That is real growth, not a rounding error. Overall population growth and out-migration are both real. It was the only county in all of New Jersey to lose population at all. It is just one thread in a much more complicated fabric than a single headline number can capture.
