So how will people know that they are being subject to the levy if it’s not in a sort of primary legislation form, which is what is removing here. In as far as the issue of search warrants is concerned, the only place where primary legislation for the Ministry for Primary Industries (MPI), to that effect, has a search warrant in primary legislation is this area. But it is the only part in all of the Acts that MPI is responsible for where a search warrant is under primary legislation as opposed to developed other ways.
