St. Joseph County JailSOUTH BEND, Ind. -- A South Bend woman is charged with alleged Arson and Criminal Vandalism after investigators say she targeted a victim's home. Officers were called out to the alleged victim's home after the victim says they were woken up by the sound of shattering glass. Officials say burned material was found in that bush, and that it smelled like a fire had been put out. Investigators say she had a partially melted lighter that she claimed she carried for "defense."
