The latest spell of heavy rainfall in Srinagar has once again laid bare an uncomfortable truth: this city does not suffer from the rain, it suffers from neglect. Boulevard Road, the city’s most iconic tourist corridor along Dal Lake was left completely inundated, disrupting movement, damaging businesses and sending out a grim visual message to the world: the so-called Smart City cannot even handle a predicted wet spell. The Srinagar Smart City project was sold as a transformative intervention that would modernise urban infrastructure, improve mobility, and enhance resilience. If key tourist arteries like Boulevard and crucial commercial stretches in Buschwara–Dalgate are regularly submerged, what exactly has Smart City achieved on the ground? It demands independent technical audits of Smart City works, public disclosure of findings, and course correction where designs have failed.
