DULUTH — Most federal workers throughout the region are either furloughed or working without pay during the federal government shutdown. There were 176 federal employees and contractors there in April, but that figure has shrunk since then. Parks openThe region’s national parks and national forests remain open, but services are limited. And the Voyageurs Conservancy, which supports Voyageurs National Park, said all outdoor areas, including campsites and trails, remain open. It’s unclear what effects the shutdown will have on other campgrounds in the Superior National Forest.
