Editor—This is one of several articles we will be doing about the September 8 Valley Center Community Planning Group. The first was the Red Light Protect—a pilot program that enables selected red lights to monitor traffic—with the installation of a camera—and determine if a motorist is likely to run a red light—and to keep the light green to let that driver through. This will be deployed at the intersections of Valley Center Road and Woods Valley Road and Ridge Ranch Road. For several months—and several planning group meetings, Kinney has heard complaints about the signal light at VC Road & Lilac, which has malfunctioned several times, so that the red light flashed and traffic was backed up. Similar problems have been experienced at the intersection of VC Road and Cole Grade Road, but this can be attributed to the construction of the ARCO there.
