Integrated Care Boards across the country received a copy of the letter from NHS England boss Sir James Mackey.
NHS boards are tasked with ensuring that the care and dentistry needs of the population in their area are met.
Chief Executive of the North East and North Cumbria NHS board, Samantha Allen said that the letter "focussed our attention on the short-term operational and financial imperatives."
Care boards are expected to eliminate waiting times of 65 weeks by the end of December and waits of 52 weeks by the end of March.
NHS England will select health and care providers for a mid-year review, some of which Ms Allen expects the North East and North Cumbria care board to be involved in.
