An outstanding bench warrant led to more charges for a Seneca Falls woman during her arrest Monday. Police arrested Chelsea N. Ticer, 36, after locating her on a warrant issued out of Seneca Falls. According to the Seneca Falls Police Department, Ticer resisted arrest and was also charged with criminal obstruction of governmental administration—both misdemeanors.
