Globally, anywhere from $5.3 trillion—about 6.25% of the world’s Gross Domestic Product—to as much as $32 trillion has been thought to be held in offshore tax havens. Europe’s reaction to the Panama Papers exposé provides a way forward. But it’s not the only loophole or harmful law that needs addressing, as the release of the Pandora Papers demonstrates.
