Article 189 stipulates that ‘the mayor and deputy mayors are elected by the municipal council from among its members … The candidate for mayor or deputy mayor is presented by the party that has obtained an absolute majority of the councillors.’ Benin’s local elections were critical to the choice of candidates for the 2021 presidential elections. The opposition’s absence in the upcoming presidential election will undermine the credibility of the polls and the legitimacy of the elected president.
