They were inpatients on orthopaedic wards where Campbell worked in Leeds in 2002 before they died.
Campbell denied any wrongdoing and said he did nothing to cause hypoglycaemia in any of the patients.
At a hearing on Tuesday, Lady Justice Macur said they “considered the appeal and considered the application on the papers”.
She alerted the authorities who eventually discovered that the nurse had already killed three times and tried to murder another patient.
Police exhumed Mrs Bourke's body, but Mrs Ludlam and Mrs Crookes were cremated, giving detectives no scope for forensic testing.
