The 24-year-old had been taken to A&E after police were called to a disturbance at his then home in Lyle Street.
When officers attended the property, they saw blood smeared on the front door and within the bedroom of the flat.
He was arrested and taken to the IRH for assessment, where he began to make threats to the police officer.
A background report was prepared by social workers in advance of the hearing, which noted that Phelan was ‘genuinely remorseful’ and ‘wishes it had never happened’.
Defence solicitor Gerry Keenan said: “There is no doubt his behaviour towards police was disgraceful.”Sheriff Anthony McGeehan told Phelan: “The police attempted to help you by taking you to hospital.
