Three elements should be of particular interest to the transatlantic defense industrial base. Recognition of defense as a key industrial sectorThe modern history of industrial strategy in the United Kingdom has seen active state intervention in the economy come in and out of political favor. In recent years, successive governments have been more comfortable with the need to nurture the domestic defense industrial base, including through the 2021 Defence and Security Industrial Strategy (DSIS). That is certainly not the case for the new Defence Industrial Strategy, which is effectively a sector-specific subcomponent of the broader national Industrial Strategy. But, in this case, the repeated references in the Defence Industrial Strategy to “UK-based industry” rather than the simpler “UK industry” formulation is telling.
