The violations cited by the state Department of Environmental Conservation are more extensive than previously disclosed this week when leaders of the Olympic authority and a DEC official revealed that work had happened without the necessary DEC work plan approval, itself a violation.
That draft work plan submitted to DEC said that the race track would be built without tree-cutting and would take place within the footprint of existing trails.
That is not what took place, according to a Sept. 22 notice of violation letter from the DEC regional director Joseph M. Zalewski.
Instead of waiting for DEC approval of a work plan, for which DEC was asking for more details, ORDA pushed forward with building the race course, modifying the design during the process.
