Cox is being charged for his crimes in Arlington County, where a detective testified he had child pornography and a Fairfax County children’s swim class schedule on his phone. This is not a series of simple misunderstandings, either: Cox is a registered Tier III sex offender under Virginia law, which is the “most serious” of sex offender categorizations.
