A delegation of Punjab Congress leaders led by Leader of Opposition Partap Singh Bajwa Wednesday met Governor Gulab Chand Kataria and submitted a request to withhold assent to the Punjab Town Improvement (Amendment) Bill, 2025 and to reserve it for the consideration of the President of India. “This alters the character of Trust funds from locally earmarked resources into fungible, State-level funds to be allocated at the Executive’s discretion. The Congress leaders said under Article 200, the Governor may reserve any Bill for the consideration of the President. “This Bill implicates national constitutional principles—Article 14’s anti-arbitrariness, the public trust doctrine, and the decentralisation framework of Part IX-A. It also alters the treatment of statutorily ring-fenced public funds, raising issues of public finance propriety with implications beyond Punjab.
