Cyprus is actively participating in the SAFE Regulation, a financial instrument of the European Commission that provides loans to member states for the procurement of defense equipment. Specifically, Cyprus will receive nearly €1.2 billion under SAFE to address urgent defense needs and enhance national security. Cyprus submitted its intent to use the mechanism on time, and on September 9, 2025, the European Commission announced the allocation of funds, with Cyprus receiving €1,181,503,924. The SAFE program spans five years, with an average annual allocation of €220–230 million, adjusted to Cyprus’s needs and capabilities. The government also aims to boost the domestic defense industry and foster integration into European and international defense value chains.
