The declaration, the result of an international conference hosted by Saudi Arabia and France at the UN in July, aims to breathe new life into the two-state solution—excluding Hamas. The text, which was approved with 142 votes in favor, 10 against (including Israel and the United States), and 12 abstentions, clearly condemns the October 7 attacks and demands the release of hostages in Gaza.
