An application was submitted to change the use of the Tonge Fold property from a dwelling house to an HMO. The Jethro Street HMO will be made up of a kitchen and dining room and three ensuite bedrooms - two on the first floor and one on the ground floor. They said they believe that permission should be given "due to the quick implementation" of Article Four - and the HMO would have fallen under "permitted development" before this. Bolton Council brought in the Article Four directive in June, requiring plans for HMOs with six or less bedrooms to seek planning permission. Previously, smaller HMOs could be created under permitted development without full planning permission.
