Packaging EPR ‘to cost industry billions’, says BRC

BRC research reveals that the costs of the new EPR (extended producer responsibility) scheme could push up prices.
The new packaging tax is levied on any company which produces packaging bought and disposed of by households, this includes retailers and brands.
The BRC found that more than 80% of costs of the new packaging tax are likely to be passed onto consumers.
The BRC said this creates further pressure on businesses already grappling with rising costs and a heavy regulatory burden.
Indeed, in September retailer John Lewis Partnership reported rising sales for the 26 weeks to 26 July 2025, but said that profits were hit by the new packaging EPR levy – which cost the business £29m.
