The OVEC plants are currently sending electricity to Appalachian Power’s customers in West Virginia and Virginia as part of a long-term power purchase agreement. Appalachian Power didn’t seek approval from the West Virginia PSC, though its service territory overlaps both states. Appalachian Power has three coal-burning power plants in West Virginia. It would have been cheaper to buy electricity from PJM, the mid-Atlantic regional market that includes West Virginia and Virginia.
