In one of the most egregious examples of the abuse of state authority, a Salt Lake City nurse was manhandled and arrested by the police for refusing to let officers draw blood from an unconscious crash victim. However, Wubbels, the charge nurse on duty, refused per hospital policy, and showed the police officers the University of Utah Hospital policy on drawing blood and pointed out to the detectives that their demands did not meet the hospital’s policy that states that the police were required to have a judge’s order or the consent of the unconscious patient.
