As a result, Somerset Council planners have granted prior approval for the change of use of the ground floor of the three-storey Sussex Lodge from offices to residential.
SPB Investment Properties Ltd submitted the revised application after the council turned down the previous proposal in May.
A report from Collier Planning submitted along with a revised application from SPB Investment Properties Ltd outlines safety measures that would be included in the development.
It said: “The revised proposals now include a first floor refuge which is accessible at all times via an internal staircase.
“The refuge provides sufficient space for all residents of the ground floor, has sufficient headroom and is ventilated.
