QAMISHLO,— Thousands of residents in Kurdish region in northeast Syria rallied Wednesday in support of self-rule and pressed for decentralization, as negotiations with Damascus on a political settlement show little progress. A deal struck in March aimed to integrate Kurdish political and military institutions into the state, but disputes over authority have stalled implementation. “Our demand is decentralization for all of Syria,” Kurdish official Aldar Khalil told the crowd. “Without resolving the Kurdish issue, Syria cannot become democratic, nor can its crises be ended.”The government in Damascus has resisted Kurdish proposals, insisting on a unitary system. Recent outbreaks of violence in other parts of Syria have added to Kurdish unease.
