This report is a legal requirement for all local authorities in Wales to produce and provides a factual account of its performance during the year. The section also provides information on the number of children in Blaenau Gwent being taught at home. Independent lay member Martin Veale said: “The rise in the elected home education data base is an astonishing number – it goes un-remarked, and I wonder why?”Deputy Chief Executive and Director for Children, Young People and Families Dr Luisa Munro Morris agreed it was an astonishing number. Independent lay member Debbie Austin told the committee that she had also “homed in” on the numbers of children on the EHE list. She believed that this coupled with the number of school exclusions as well as children in care needed to be put together so that the whole system could be understood.
