Harrison then ordered Tangitau to return for the report at 9 a.m. Oct. 21 in the Justice Center in Fairfield. Previously, Kauffman also appointed psychologist Andrea Shelley of San Francisco to interview Tangitau and prepare a mental competency report. The Solano County District Attorney’s criminal complaint, filed Nov. 12, 2024, shows that Tangitau is charged with first-degree murder with a prior felony conviction and being a repeat offender. Tangitau, who is known to officers due to previous mental health calls, was booked into Solano County Jail later in the day. The Solano County Coroner told The Reporter earlier that the victim’s identity remained “protected,” and the Fairfield Police Department has declined to provide information.
