“The proposed change of use from a restricted membership Working Men’s Club to an open access community hall represents a qualitative enhancement of community provision. “Unlike the former, the community hall will be available to all local residents and groups, providing inclusive opportunities for social, cultural, educational and recreational activities. “The proposed community hall will not result in the permanent loss of a community facility. “The proposed community hall will not operate on a membership basis, thereby allowing all residents, groups and organisations to make use of the space. “By opening the facility to a broader base of users and uses the community hall will provide a more robust and sustainable future for the premises.”
