It’s meant as a sharp tug on the leash for members of Congress who can’t hit the deadline for passing the spending bill. A break in pay won’t mean much. But the Senate bill offers a much-needed slap of common sense and fairness. And members wouldn’t get back pay for the period in which Congress failed to comply with budget requirements. The “No Budget, No Pay” bill would level the playing field, at least during a shutdown.
