Brabazon is being developed by YTL UK Group on the former Filton Airfield site.
Longer-term, the scheme could expand to "up to 25,000 homes", YTL has said.
YTL says Brabazon will become a "thriving new town, designed around people, nature and opportunity: the best place in the UK to live, work and play".
Just how much Bristol will benefit from giving this development new town status is yet to be seen.
