In the weeks before that incident, Yellowstone National Park and other federal outlets publicly released plans for what essential services would continue and what would close. In a 2013 budget fight between the Obama administration and Republicans in Congress, national parks had to turn away millions of visitors at more than 400 parks, national monuments and other sites.
