Governor Kehoe signs Missouri First Map redistricting bill into law

Governor Mike Kehoe has signed House Bill 1 into law, finalizing new congressional district boundaries for Missouri ahead of the 2026 midterm election.
The measure, known as the Missouri First Map, was sponsored by Representative Dirk Deaton and Senator Rusty Black.
Lawmakers passed House Bill 1 on Sept. 12, along with House Joint Resolution 3, titled the “Protect Missouri Voters” amendment, which will go before voters for approval.
The Missouri First Map, developed by Kehoe’s team, was designed to be more compact and contiguous.
According to state officials, the plan splits fewer counties and municipalities than the current map, preserves two congressional districts in their existing form, and retains each current member of Missouri’s congressional delegation within their district.
