The report, released Tuesday as Israel launched a ground assault on Gaza City, represents the most forceful U.N.-linked condemnation of Israel's nearly two-year campaign in the enclave. The report urged countries to halt arms sales to Israel and take steps to prevent complicity in what it described as a genocidal campaign. Chris Sidoti, one of the three commissioners, said Israelis had been "betrayed" by their leaders' "abject refusal" to pursue hostage deals and were instead subjected to a "genocidal war" that has jeopardized Israel's security. The International Court of Justice in The Hague is separately hearing a case brought by South Africa accusing Israel of genocide.
