Boeing 737, TOM 6754, took off from Cardiff Airport at 4.30pm.
The plane again circled to burn fuel before landing, where passengers and crew were taken off at 5.30pm The plane was met on the runway by four fire appliances and other emergency vehicles.
A TUI spokesperson said the incident was caused by birds close to Cardiff Airport when the plane was taking off.
