Florida Legislators Introduce Two Bills Aimed at Reforming the ‘Broken System’ of the National Flood Insurance Program and Lowering Costs for HomeownersWithlacoochee River (Hernando County, 2024)U.S. Representative Greg Steube (R-FL) teamed up with Senator Rick Scott (R-FL) on Friday to introduce two pieces of legislation intended to reform the federal government’s National Flood Insurance Program (NFIP). The bills, the Flood Insurance Transparency Act of 2025 and the Removing Barriers to Private Flood Insurance Act, seek to increase openness regarding NFIP rates and encourage private and state insurers to enter the flood insurance market. “It is unacceptable that the bloated and inefficient bureaucracy of the National Flood Insurance Program (NFIP) has saddled working families in the Sunshine State with higher costs and soaring rates for coverage,” said Rep. Steube. The Removing Barriers to Private Flood Insurance Act focuses on expanding private sector involvement by eliminating the NFIP’s “Write Your Own” (WYO) non-compete clause. Representative Jimmy Patronis (R-FL) co-led both bills, stating the current system forces Florida families to pay higher premiums with fewer choices.
