After roughly three hours of discussion, the Encinitas City Council on Wednesday rescinded and revised emergency actions it quickly took in August in response to immigration enforcement near schools. Despite the unanimous passing of the emergency actions on Aug. 20, the council reheard the issue on Wednesday after an allegation that the approval was in violation of the Brown Act—which guarantees the public right to participate in public meetings. It denied ordinary common sense to residents of Encinitas to speak to the issue,” Walsh said. They urged council members not to rescind the emergency actions. Some spoke in opposition to the actions taken by city council.
