City Engineer Lara Biggs discussed how the city has incorporated Climate Action and Resilience Plan (CARP) goals when planning capital projects for 2026 and beyond. Adding bus shelters, she said, is a bigger ask. Capital plans and CARP goalsBiggs, the city’s chief engineer, said that out of 97 projects in the proposed $85 million capital budget, 87 projects, or about 89%, align with CARP goals. Later during the meeting, she mentioned that the goal of adding trees is at odds with adding solar panels, since trees add shade. “Being a tree city is the enemy of being a solar city,” Biggs said.
