PORTSMOUTH, Ohio — A 67-year-old Minford man has been arrested and charged with seven counts of rape after a Scioto County investigation involving a 6-year-old child, authorities said. The child was taken to Adena Medical Center in Chillicothe for evaluation and treatment and was later released, the sheriff’s office said. Detectives interviewed the suspect Thursday, Jan. 29, at the Scioto County Sheriff’s Office. Following that interview, Jeffrey Lee Gilliland, 67, of Minford, was arrested and charged with seven counts of rape, all first-degree felonies. Gilliland is being held in the Scioto County Jail on a $700,000 bond.
