Handel Whittaker (photo credit: Dart)(CNS): Handel Whittaker, the deputy chair of the Central Planning Authority, has been given a seat on the National Conservation Council, even though he has been party to several failed legal challenges to the National Conservation Act over unlawful CPA decisions. Whittaker also made a controversial planning application back in 2018 to dredge Barkers to create a beach bar for cruise tourists. That application was made after Dart ended his long-standing lease for Calico Jacks, once Cayman’s most famous beach bar. The director of the Department of Planning already has a seat on the NCC, which he usually delegates to a member of his team. However, no one from the Department of Environment or any of Cayman’s environmental protection organisations has a corresponding seat on the CPA.
