Councillors received an overview of the audit findings from Thoblie Nteta, a business unit leader in the Auditor-General's office in the Eastern Cape, at a special council meeting on Thursday.
The city received a qualified audit report from the Auditor General for the 2024/2025 financial year and the previous year.
In the overview, Nteta noted that the Metro "disclosed" R2 bn in irregular expenditure and R1.65 bn in “unauthorised” expenditure.
“The budget for maintenance was only two per cent, which is below the norm of eight per cent,” Nteta said.
In an earlier address to Council, executive mayor Babalwa Lobishe said she convened a special mayoral committee meeting on Wednesday to deliberate on the audit action plan, formulated in the wake of the audit report.
