Morocco has built a long-term, coordinated counterterrorism model centered on anticipation, inter-agency coordination, and international cooperation, according to the report. At the center of the national security architecture is the Territorial Surveillance Agency (DGST), described by VSD as a core pillar of Morocco’s intelligence system. It also notes that Marrakech hosted Interpol’s 93rd General Assembly in late 2025, calling it further evidence of Morocco’s central role in international security cooperation. Moroccan security officials consistently frame international cooperation as the most effective weapon against transnational terrorism, the magazine indicates. VSD cited DGST chief Abdellatif Hammouchi as advocating a shared international security front focused on dismantling support networks, cutting financing channels, and coordinating legal and operational responses across borders.
