(Credit: Wilsilver77 | Dreamstime.com)Proposed legislation in Puerto Rico’s Senate could reduce legal costs and delays for businesses involved in interstate litigation by modernizing how out-of-state depositions are obtained. The Senate Judicial Committee advanced Senate Bill 765, which would amend Puerto Rico’s Rules of Civil Procedure to adopt the Uniform Interstate Depositions and Discovery Act, known as UIDDA. Legislative records show the bill cleared committee review in January and is awaiting consideration by the full Senate. The proposed change would replace Puerto Rico’s reliance on letters rogatory, a court-to-court request system in place since 1979, with an administrative process already used in most U.S. jurisdictions. Senate Bill 765 was introduced in October 2025 by Sen. Thomas Rivera Schatz, with multiple co-authors.
