The Treasury Department’s license covers a variety of activities necessary to export, sell, store and market Venezuelan crude. 46 authorizes transactions involving Petróleos de Venezuela, S.A. (PdVSA) that are ordinarily incident to oil exportation and refining. Strict prohibitions remain for any transactions involving entities from Russia, Iran, North Korea, Cuba, or China.
