The four-bedroom family property, on Victoria Lane, could be converted for use as a children's home supporting children aged between seven and 17 years old.
"The care staff would not be fully resident at the property - that is, they would not use it as their primary address.
"In the future, the living experience at the house will remain similar to the current daily routine.
"The carers and residents will eat together just like a normal family; however, the care staff will sleep in the other bedroom, as necessary.
Nevertheless, care staff will be present around the clock to care for the children on a shift rota.
