Councillor Jeremy Moulton has signed and shared the petition, urging the Labour-run Southampton City Council to rethink its plans.
The Conservative councillor said: "People are really upset by these huge planned increases in the costs of permit parking.
It also argues that increasing parking permit charges at a time when families are already making difficult financial choices is unfair and unnecessary.
The petition calls on Southampton City Council to explore alternative ways of balancing its budget without increasing permit fees, such as reassessing spending priorities or identifying other savings that would not impact residents directly.
