The blocks at 2-32 Globe Place by Jenny Lind park and 1 - 39 Portway Place in Dereham Road are to be fitted with new security doors after reports that antisocial behaviour at the site is on the rise.
The buildings, which are affordable lets owned by Norwich City Council, currently do not have any locking doors.
In December last year the council lodged plans to fit steel doors to the front and rear of the flats.
"Currently the communal entrance doors do not have any locking system and are therefore easily accessible to anyone.
