The counties set to be affected include: Cheshire, Cumbria, Greater Manchester, Lancashire, Norfolk, Nottinghamshire, the West Midlands conurbation and Yorkshire.
The West Midlands conurbation encompasses two cities and several towns: to the east lies Birmingham, along with neighbouring towns Solihull and Sutton Coldfield; to the west, Wolverhampton and the Black Country.
